Newsom: Considering starting school in late July or August to make up for 'learning loss' - KTVU San Francisco

California Gov. Gavin Newsom discussed, in general, on Tuesday easing up on some of the state's stay-at-home orders saying schools might end up starting earlier and reopening gyms and haircuts are likely months away. 

As for education, Newsom said he is considering starting school in late July or early August to make up for "learning loss" experienced by the six million school children in California who have been learning via Zoom and computers for the last six weeks. 

Schools would need to prepare their campuses to make them safe, Newsom said. He had previously talked about staggering school start times when students return. However, no formal decision has been made and no date was given as to when class bells would ring again. 

In terms of business and manufacturing, Newsom said he is meeting with members of the small retail sector later on Tuesday to work on reopening them under certain restrictions "in the next few weeks." 

And what about gyms, haircuts, movies, sports and concerts? 

Newsom said these activities won't be considered until issues with schools and businesses are addressed first. This last stage, which he called Stage 4, will take months, not weeks, he said. 

And practices will have to look different when California does return to semi-normal life. 

For example, “businesses will need to think more about wage replacement so workers can stay home when sick,” California Dept. of Public Health Director Sonia Angell said. 

So, when will we be ready? 

Angell did not give a date. But she said it will only occur when these indicators are met: 

  • Hospital and ICU trends need to remain stable and can maintain surge capacity 
  • There needs to be enough protective gear to meet demands now and in future
  • There needs to be ample testing capacity statewide 

Newsom warned that "if we pull back and modify too early," the state will have to "toggle back and adjust" to deliver on the promise of re-opening. 

As of Tuesday, there were 45,000 positive coronavirus cases in California with 1,809 deaths. 

"Dates don't matter," he said. "But data does."
